It was the declaration in 1659 by the powerful General Monck in favour of a 'free Parliament', which made possible the Restoration of Charles II. Monck's declaration ensured that the army would acquiesce in the Parliament's decision, and enabled the Restoration to take place as a constitutional and non-party proceeding without bloodshed.
