The two Lions which flank The Royal Entrance were carved by the Thames Bank Workshop, as were many of the statues inside. The majestic Lions each hold a gold pennant displaying the letters VR - Victoria Regina.

The Fine Arts Commission appointed John Thomas as the Superintendent of Stone Carving at the Palace of Westminster, and he was responsible for all sculpture other than that which is free-standing within the Palace. The project also extended to the exterior facades of the building, for which over 300 statues were made.
